Spectrum Manager
An opportunity has arisen for an experienced Spectrum Manager to lead spectrum management and regulatory activities across innovative satellite missions within a rapidly growing space organisation.
This role is focused on ensuring compliance with international and national spectrum regulations while supporting spacecraft programmes from concept through to launch and operations. You will lead ITU satellite filings, frequency coordination, regulatory engagement, licensing activities, and technical spectrum analysis to enable the successful delivery of Active Debris Removal (ADR) and In-Orbit Servicing (IOS) missions.
You will act as the key interface between engineering teams, regulators, government bodies, and international stakeholders, ensuring spectrum compliance is embedded throughout mission development. The role requires strong technical knowledge of satellite communications, ITU regulations, spectrum policy, and the ability to influence both technical and regulatory outcomes.
Key Responsibilities for the Spectrum Manager:
Lead ITU satellite filings and frequency coordination activities for current and future satellite missions
Prepare, submit, and manage satellite filings while ensuring all regulatory milestones and deadlines are achieved
Produce annual regulatory reports and maintain filing documentation with national authorities
Negotiate frequency coordination agreements with international satellite operators and administrations
Perform technical studies including RF interference analysis, compatibility assessments, link budgets, and spectrum simulations
Provide technical guidance to engineering teams on compliance with ITU Radio Regulations and national licensing requirements
Support licensing activities for satellite ground stations and associated communications infrastructure
Develop technical reports, regulatory assessments, and spectrum strategies for spacecraft programmes
Engage with Ofcom, the ITU, UK Government organisations, Ministry of Defence, and international regulatory stakeholders
Support the development and implementation of spectrum policy for future satellite missions
Represent the organisation at ITU Working Parties, regional preparatory meetings, and World Radiocommunication Conference (WRC) activities where requiredEssential Skills & Experience for the Spectrum Manager:
Bachelor's or Master's degree in Electrical Engineering, Telecommunications, Radio Frequency Engineering, or a related discipline
Experience in spectrum management or spectrum engineering within the satellite or space sector
Strong understanding of satellite communications systems, spacecraft engineering, and radio frequency principles
Working knowledge of ITU Radio Regulations, satellite filing procedures, satellite licensing, and spectrum management processes
Experience conducting interference analysis, frequency coordination, link budget analysis, or spectrum compatibility studies
Good understanding of the commercial and regulatory space industry environment
Ability to manage technical work independently while delivering against programme schedules and budgets
