Job overview

Moorfields Eye Hospital NHS Foundation Trust is seeking a Medical Workforce Manager to join its Medical HR team. This is a relatively newly created role with the key focus of providing a specialist comprehensive high-quality operational service to all medical staff within the Trust, ensuring consistent application of policies and procedures and adhering to the National Terms and Conditions of Service.

The post holder will report to the Head of Medical HR and be responsible for supporting the operational management and provision of a high-quality and effective HR service to all medical staff employed by the Trust.

You will need to build strong relationships with medical colleagues and work closely with service leadership to ensure that the medical workforce offer is in line with service user requirements and local and national best practice.

Main duties of the job

The post holder will be expected to provide clear and consistent advice to managers and medical staff on all aspects of the employment relationship and to establish and maintain strong communication and effective working relations with Doctors and Clinicians within all departments. Required to assess and recommend courses of action on highly complex, specialist medical workforce issues.

You will need to have a thorough, detailed, and up-to-date knowledge of NHS medical terms and conditions, HR and recruitment systems, and lead on workforce initiatives.

You will be expected to be a participative and contributory member of the Medical HR team, in addition to supporting the Head of Medical HR, to drive forward high levels of performance, engagement, and productivity in line with key priorities. You will be required to work with colleagues within the Workforce & OD and across the Trust to ensure that the medical workforce is well managed in a way that is efficient and promotes staff satisfaction and high-quality clinical care.

Detailed job description and main responsibilities

The post holder will provide strategic operational support to the Medical HR Team, who provide a bespoke service to our medical workforce on the whole range of medical people and culture matters. This includes:

  • Ensuring the delivery of accurate and well-maintained data entry and management within ESR.
  • Ensuring the correct application of national terms and conditions for all doctors, including aligned processes such as pay progression, appraisal, and revalidation.
  • Ensuring relevant Standard Operational Procedures (SOPs) pertaining to medical workforce are developed and implemented with regular reviews undertaken.
  • Advising on medical Employee Relations issues, ensuring that cases are managed in accordance with Maintaining High Professional Standards (MHPS) and Trust Policy.
  • Guiding and supporting managers in the use of a wide range of ER interventions designed to resolve people-management issues early including process documents, best-practice advice, training, facilitated meetings, mediation, and coaching.
  • Regularly monitoring metrics for benchmarking the service, making recommendations for improvement and creating action plans for delivery.
  • Working with wider HRBP & ER teams on issues pertaining to medical T&Cs and employee relations issues as appropriate, acting as a medical HR business partnering link.
  • Being responsible for the development and implementation of new policies and any necessary training that is required of line managers and clinicians.
  • Ensuring that all medical recruitment and associated administration is carried out in a timely manner, meeting internal quality standards and KPIs, relevant national frameworks and legal requirements and working to reduce time to hire.
  • Ensuring systems are in place to map all medical vacancies across the Trust on an ongoing basis to support responsive recruitment activities and reduce reliance on temporary workforce and management of fixed-term contracts.
  • Supporting service/divisional managers and senior medical managers to develop robust workforce plans.
  • Ensuring that there is a proactive approach to rotas ensuring necessary cover arrangements are in place and to challenge where necessary, providing advice to resolve issues as appropriate in conjunction with senior medical management.

Person specificationEducation / Qualifications

  • Educated to Degree level or equivalent experience
  • CIPD membership, or equivalent experience
  • Evidence of continuous professional development (CPD)
  • Project management qualification, e.g. Prince II or working towards/equivalent experience

Experience

  • Significant active operational HR, business partnering or medical staffing experience, with a successful track record of delivering agreed targets.
  • Extensive knowledge and experience of using ESR and other key HR systems.
  • Experience of overseeing and leading on major medical staffing initiatives.
  • Experience of advising on highly complex matters relating to medical staffing, including MHPS cases.
  • Experience of developing and implementing new HR policies, practices, and procedures.
  • Experience delivering a range of workforce development initiatives designed to improve workforce KPIs or staff engagement.
  • Demonstrable experience in developing procedures and systems to enhance medical staffing issues.
  • Experience of working with senior managers and directors and managing complex cases pertaining to Doctors' terms and conditions.
  • In-depth knowledge of employment law and employee relations practice, including MHPS, and their contribution to business success.
  • Working knowledge of NHS and all Medical & Dental Terms & Conditions of Service.
  • Specific knowledge/understanding of pay in relation to the Junior Doctors’ Contract 2016 as well as associated processes including exception reporting.
  • Knowledge/experience of using Allocate E-Rota or similar, and eRostering (Health Roster).

Skills / Knowledge

  • Excellent knowledge of terms and conditions of service for doctors’ hours and contractual arrangements, pay supplements, job planning, medical appraisal, and revalidation.
  • Current knowledge of UK and EU contractual and employment law factors affecting doctors.
  • Ability to work at pace and at times under pressure to deliver results against tight deadlines.
  • Proven ability to work as a contributory and participative team member.
  • Excellent communication and negotiation skills both verbal & written.
  • Excellent interpersonal and communication skills to develop key working relationships.
  • Ability to manage and deal effectively with highly complex medical staffing issues.
  • Analytical & problem-solving skills.
  • Knowledge of immigration rules & regulations.
  • Knowledge and appreciation of equality & diversity issues and relevant policies.
  • Effective project management skills, including risk management, reporting, and monitoring, ensuring robust governance and stakeholder engagement.
