Job summary
His Majesty�s Naval Base Clyde (HMNB Clyde) will be the single operational home of the Submarine Service and will become the United Kingdom�s Submarine Centre of Excellence. Creating this single integrated operating base is to ensure that the Royal Navy can deliver its operational commitments across all Defence Lines of Development from Scotland on an enduring basis.
To support this transition and future operations, HMNB Clyde is undergoing a high value programme of infrastructure development of >�1Bn over the next decade.
The Deputy Head Infrastructure is responsible for delivery of the Clyde Infrastructure Programme and Major Works Programme on behalf of the Naval Base Commander (Clyde) and other Ministry of Defence customers at HMNB Clyde. Delivery is led through three output areas: Waterfront, Support and Security, and Weapons. The role advertised will be based within the Weapons output area, located at RNAD Coulport. The post holder is lead participant in the development and delivery of major projects working closely with our delivery agents and partners.
The roles presents an excellent opportunity for developing an exciting and challenging career within the Civil Service across a broad range of functions and skill sets in direct support of output delivery.
The role is a Reserved Post as they require access to Protectively Marked Information associated with the nuclear weapon and Naval Nuclear Propulsion Programme and therefore restricted to UK National only applicants.
The positions are advertised at 37 hours per week.
Job description
This position offers an exciting opportunity for an individual with good leadership and management skills and an ability to communicate clearly to guide and influence a wide range of stakeholders to support delivery of critical military capabilities in an operational and regulated environment.
As the NBC(C) Infrastructure intelligent customer and interface for project delivery, the role will lead on the development and delivery of programmes and projects, supporting the management and integration of delivery through collaborative engagement with HMNB Clyde�s delivery partners ensuring infrastructure projects are accurately defined, funded, and delivered.

Thepost is responsible to the Assistant Head of Infrastructure Weaponsfor the management and delivery of allocated infrastructure programmes and projects. Acting as the NBC Clyde (NBCC) interface and intelligent customer to support the management and integration of infrastructure delivery through collaborative engagement with HMNB Clyde�s Infrastructure Delivery Partners.
The post requires confident leadership and the ability to build and maintain an extensive network of stakeholders, where collaboration is key to the success of delivering within an operational and regulated environment.
The post holder must have the management skills to ensure the Programme of work aligns with the operational Programme for the Naval Base to receive the required outcome.
Specific responsibilities include:
Developing the Forward Works Programme for your area, leading the Joint Project Team (JPT), promoting a strong safety and security culture, monitoring project delivery against Performance, Time and Cost (PCT), contributing to project risk management and supporting project governance. Line Management of an HEO Delivery Sponsor.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.� This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
This post may be eligible for the NSQEP Recruitment Retention Allowance of up to �4k per annum.
This allowance is discretionary and will be dependent on a candidate's ability to successfully demonstrate the necessary competency, qualifications, and experience to an independent panel of Subject Matter Experts.
This post is on the MOD Civilian Nuclear Post Control List (PCL) and could attract the Nuclear Recruitment and Retention Allowance (RRA). The post being on the PCL does not mean that the post holder will automatically receive the RRA however, as this is a dicretionary allowance. The NSQEP RRA is a temporary allowance and, in line with MOD Main and Submarine Delivery Agency policy, could be changed or withdrawn without notice.
This post offers First Appointment Expenses to new recruits to the Civil Service to assist with costs incurred as a result of relocation or move of home (HM Revenue and Customs restrictions apply). Reimbursement of expenses up to the value of �8k will apply only when a move of home is deemed to be necessary.
