Overall job purpose
The Loss Prevention Department (LPD) provides important support to the Club’s underwriting, claims, and marketing operations. Using the maritime knowledge and expertise gained from your seagoing experience to effectively advise Steamship Mutual’s Members on aspects of maritime safety, technical and operational issues from a marine engineering perspective. You will also be the focal point for marine engineering related matters, including the industry transition to the use of alternative fuels, and provide advice and support as and when required to the Club’s claims executives on marine engineering related issues. You will work closely with a global network of marine surveyors, instructing them for attendance on Member vessels to evaluate the condition and operational status of a vessel and from review of their reports, identify potential areas of P&I risk exposure. Support the LPD in developing and delivering bespoke initiatives ranging from presentations, articles, and training seminars in support of our members and the maritime industry.
Requirements
Key Responsibilities:
- Providing technical advice, guidance and assistance on shipboard machinery and other marine engineering related matters.
- Providing technical advice and assistance regarding bunker quality related enquiries and disputes.
- Monitor rules, regulations, and guidelines in regard to alternate fuels and ship greenhouse gas (GHG) emissions as developed and announced by the IMO and other relevant authorities.
- Identify and monitor areas of change and development in the field of marine decarbonisation and alternate fuels, updating the Club and Members.
- Attending workshops and working groups in the field of alternate fuels and other decarbonisation initiatives, providing updates to the Club and Members as appropriate.
- Present at internal and external training workshops and seminars on such topics as alternate fuels, decarbonisation measures and other pertinent subjects as may be identified.
- Liaising with the Club’s underwriters regarding arrangements for vessel condition surveys.
- Support the LPD with condition surveys as appropriate, including the identification, selection, and instruction of competent, suitably experienced, and reliable surveyors to undertake condition surveys on vessels.
- Receive, review, and interpret surveyors’ reports, evaluate the condition of a vessel, and identify the issues that present significant P&I risk exposure for the Club, making appropriate recommendations to underwriters.
- Record details of surveys undertaken and maintain files of correspondence and documentation in the Company’s e-filing system.
- Support the process to identify vessels that, on the basis of their loss record, casualty record, PSC record and other industry intelligence, should be considered for inclusion in the annual programmed condition survey initiative.
- Support LPD in the selection and instruction of competent experts or consultants to undertake assessments and/or risk reviews of shore-based ship management operations as required.
- Liaise with the Club’s underwriters in arranging management assessments and/or risk management reviews as required.
- Receive and review reports of management assessments and/or risk management reviews to evaluate the P&I risk exposure that the operation may present to the Club and advise underwriters accordingly.
- Record details of management assessments and/or risk management reviews undertaken and maintain files of correspondence and documentation in the Company’s e-filing system.
- Review data published by Classification Societies, Port State Control, and other regulatory authorities to identify any vessels entered with the Club for which classification may have been suspended or withdrawn, which may have been detained by Port State Control or have been blacklisted by any national or regional authority
- Identify topics for loss prevention articles, guidance notes, and posters, developing appropriate material for publication.
- Provide general marine engineering technical assistance and guidance where requested / required.
- Undertake technical presentations to Club staff and Members, industry bodies and other parties as required.
- Undertake such other loss prevention related tasks as may be directed by the Head of the Loss Prevention Department
- Undertake root cause assessment for large claims incurred by the Club, entering pertinent information into the LPD database.
Person Specification
- Qualified and experienced Senior Marine Engineer, Chief Engineer Certificate of Competency STCW iii/2 required (on ocean going vessels). (Bulk carrier / container / General cargo / passenger preferred)
- Experience in preparing and making engaging and informative technical presentations to company staff and external organisations such as ship owners, operators, and industry bodies.
- Operational experience of slow and medium speed engines desired. Diesel-electric propulsion experience will be advantageous.
- Operational experience of dual fuel engines using alternate fuel (e.g. LNG, Methanol)
- Knowledge and understanding of different vessel types.
- Knowledge and understanding of regulatory requirements such as IMO Conventions, Codes and IACS Rules.
- Ideally have shore-based experience in a related field such as with a Classification Society, vessel operator or technical Manager or a Repair Yard, and possess the desire to build a career on shore.
- Attention to detail and excellent written skills such as to produce high quality and engaging technical articles, risk alerts and other written material in Company publications.
- Highly organised, self-motivated, self-sufficient, problem solver and team player.
- The ability to work with people at all levels.
- Undertake occasional travel as may be required.
- Professional registration such as IMarEST- Chartered Engineer or working towards chartered status or other recognised bodies preferred with an interest in continued knowledge development and future regulation implementation.
- Must have permanent legal right to live/work in one of the stated work locations.
