Reporting to the Chief Compliance Officer for Trading & Supply (T&S), the Head of Compliance Advisory – EMEA, Shell Energy is a regional role covering multiple geographies and regulations in Europe, Middle East & Africa (EMEA) within T&S Compliance and is a member of the T&S Compliance Leadership Team as well as a member of the overall T&S Extended Leadership Team.

The EMEA Shell Energy Advisory team is responsible for:

  • Acting as the first point of contact for advice and independent challenge on the full range of compliance obligations and risks to the EMEA Shell Energy businesses, including gas, power, carbon and other environmental products as well as associated operations teams and portfolio companies. 
  • Providing advice, guidance and support to the Shell Energy Generation and Shell Energy Marketing businesses (which are outside of T&S) in relation to the renewable and power businesses. 
  • Providing guidance and advice to T&S EMEA Shell Energy businesses on the T&S Compliance Manual, the Shell Code of Conduct and all applicable rules, regulations and regulatory expectations, including the Financial Conduct Authority and global exchanges.
  • Managing the escalation and response of more complex regulatory & compliance or Code of Conduct queries between the business and the relevant Compliance subject matter expert (SME).
  • Attending EMEA Shell Energy business Governance, Risk, Compliance & Assurance (GRCA) committees on behalf of Compliance. 
  • Reviewing, advising on and coordinating any compliance input and / or actions required in relation to proposed EMEA Shell Energy new business activities. 
  • Providing Compliance expertise and advice during Regulatory inquiries and investigations in collaboration with the Business, Legal and other functions.
  • Reviewing and providing guidance, advice and approval for new products or activities as part of any T&S new business approval process, including Merger & Acquisition (M&A) activities, mandate extensions, new activity on or new platform entry and any new commodities.
  • Assisting the T&S Compliance Training team with the allocation, content and delivery of both ad-hoc and organised Compliance training.
  • Providing input into and support of the strategy of the EMEA Shell Energy businesses. 
  • Providing input and content to EMEA Shell Energy Compliance Risk Assessments.
  • Supporting, where applicable any internal audit and/or the in-scope business on any actions identified by any audit or LOD2 assurance review. 
  • Advising T&S Business on interpretation of all applicable rules and regulations (and any consequent change to such rules and regulations) in the regional geographies and managing the implementation of such rules and regulations so as to ensure compliance.

What’s the role?

As the Head of Compliance Advisory – EMEA, Shell Energy, you will be expected to:

  • Support the EMEA Shell Energy businesses (SVP, VPs, GMs and RTLs) as part of their extended leadership teams and attend leadership meetings, where strategies, new market/product proposals and risks are discussed.
  • Keep up to date and understand both the global and regional T&S business strategy to advise the EMEA Shell Energy businesses accordingly of any compliance matters or issues and highlight changes to the wider Compliance Leadership Team as appropriate.
  • Assist the EMEA Shell Energy businesses in understanding the Compliance risk implications of their business strategy and potential mitigants.
  • Actively participate and speak to Compliance specific risks in the EMEA Shell Energy Governance, Risk, Compliance & Assurance (GRCA) Committees and provide input for the overall T&S GRCA.
  • Provide input to the annual Compliance Risk Assessment plan and review the output of Compliance Risk Assessments.

  • Manage advice and support for T&S satellite offices and sales offices in the region, as well as hub locations within EMEA.
  • Partner as a Compliance Advisory SME with other parts of Compliance and other functions, including Legal, Finance and Audit.
  • Champion Compliance culture in the T&S business.
  • Be an active and effective member of the Compliance Leadership Team.
  • Driving, supporting and continuing to embed all T&S Compliance cultural evolution activities.
  • Develop the skills and competencies of the EMEA Shell Energy Advisory team to ensure meets business strategies and ambitions.
  • Provide advice on the acquisition and/or integration for any new business or asset that is utilised by T&S business.

What we need from you

We would like to hear from candidates with extensive experience in a senior position, covering the EMEA region in an advisory or regulatory role. Extensive knowledge of the rules of any exchange and regulations for the EMEA Gas, Power and Carbon trading markets is essential.

We would also like to see the following reflected in your CV:

  • Extensive knowledge of the EMEA Energy physical commodity (Gas, Power, Carbon, Renewables) and financial markets is essential.
  • A deep knowledge of the T&S Energy businesses is essential.
  • Robust knowledge and understanding of global and regional financial regulations, compliance requirements
  • Bachelor's degree from an accredited university (or equivalent work experience).
  • Demonstrated experience with leading a business and organisational transformation, including change management, and project delivery and championing.
  • Demonstrated experience with setting global function vision and strategy.
  • Proven leadership experience with a demonstrated ability to motivate, develop and drive performance and encourage positive team dynamics.
  • Robust written and verbal communication skills with the ability to influence at all levels of an organisation, both internally and externally, and engage with a wide range of stakeholders internal and external.  Credible and persuasive in ensuring the needs of a complex business are fully understood, resolve conflict and deliver tough messages.
  • Demonstrated ability to collaborate and partner effectively within a global leadership team.
